With Oliver in prison and John Diggle (David Ramsey) physically unable to serve as Green Arrow, will the remainder of the vigilantes be able to take on these threats on their own?It remains to be seen how Oliver can fool the public and the investigation into thinking he is not the Green Arrow once again. This would be a very different step for the character but could be possible if Oliver successfully passes his pro-vigilante legislation.
